Suspender skirt by y's yohji yamamoto (c. 2000s). Made from thick wool with yellow, red, dark navy, and black plaid pattern, it is designed to be worn loose on the waist / hanging from the shoulders via the adjustable suspender straps (possibly with something layered underneath). Extremely flared (270 cm across at the base), with raw / unfinished hem allowed to fray.
